ST. PAUL, Minn. (AP) — Caregivers for the elderly and disabled are getting a head start on lobbying Minnesota lawmakers to approve a five-percent rate increase for home and community based services.

The self-described 5% Campaign plan a rally Tuesday in the state Capitol Rotunda to press the case. The campaign's aim is to persuade the 2014 Legislature to sign off on the rate increase, which they say is essential for keeping caregiving operations viable and stemming high employee turnover.

The campaign is led by a coalition of groups long vocal in long-term care policy.

Several lawmakers from both parties who are sympathetic to the push were expected to be in attendance.

The 2014 session won't begin until late February.
