ST. PAUL, Minn. (AP) — Gov. Mark Dayton has proposed $986 million in state-backed construction projects, from civic center upgrades to college campuses - to several major projects here in St. Cloud. 

Dayton outlined his wish list on Wednesday. His plan heads to the Legislature, which will craft its own proposal. Super-majorities are needed to pass it because it involves state borrowing.

Among the local projects highlighted, the governor is recommending $11.6 million to be put toward renovations and a parking ramp for the River's Edge Convention Center.

He also earmarks $32.5 million for upgrades to the St. Cloud Prison, and $1.13 million for St. Cloud Metro Bus to revamp the Bus Operations Center. 

The biggest single project on Dayton's list is $126 million to complete the restoration of the state Capitol. Higher education construction is the largest category, consuming $233 million of the plan.

But there are also projects sought by local communities, such as money for convention centers in Mankato, Rochester and St. Cloud.

For a bonding bill to pass, it will have to attract Republican votes in the Democratic-led House and Senate.
