St. Cloud, Minn (KNSI) - Congressman Tom Emmer say the trade embargo with Cuba hasn't worked, and that Americans are ready for a fresh start with the communist country.

"If it was ever going to work, it should've worked in the 90's when the Soviet Union collapsed, because at that point you had Cubans starving and they didn't have the basic necessities of life."

But the congressman says instead of undermining the regime of Fidel Castro, the embargo actually made Castro stronger, "by allowing this charismatic communist leader to wag his finger to the north."

And now Emmer says with Cuba in transition he's the chief author on the Cuba Trade Act of 2015 to lift the embargo.

"To help the Cuban people build relationships with their counterparts just 80 to 90 miles from their north shore in Florida."

The legislation would lift the embargo and allow for businesses in the private sector to trade freely with Cuba.

Emmer says he believes the legislation will also help usher in human rights and other direly needed reforms in Cuba and improve the United States' position in the region.

Unlike legislation introduced by Senate Democrats, Emmer says the legislation he's authored would prohibit taxpayer money from being used on promotion or development of the new market.
