ST. PAUL, MN (AP) - A law-enforcement program under investigation by the state was run by a Minnesota state trooper who's faced multiple internal complaints about his behavior on the job.
The Department of Public Safety is investigating the state's Drug Recognition Evaluator program after allegations that officers gave people illegal drugs. Minnesota Public Radio News reports Friday ( that prior to leading the program, Sgt. Rick Munoz was the subject of nine internal complaints about his conduct during eight years with the state police, and was found in violation in six of them.
The program aims to teach officers to spot if someone is using drugs. The data showed no active investigations into Munoz.
Munoz did not immediately return a message left by The Associated Press. The State Patrol wouldn't comment on Munoz.
