St. Cloud, Minn. (KNSI) - A Sauk Rapids man is in jail accused of setting fire to an electrical box in the yard of a retired St. Cloud police officer.

Gregory James Lange, 56, made his first court appearance Tuesday on charges of arson and stalking.

Police say the retired officer heard his dog barking just before midnight on September 9th and looked outside to see a green electrical box on fire in his yard and saw a car driving away from his residence.

Investigators believe that someone had cut a hole in the electrical box and put a flare inside to start the fire.

Court records show Lange was convicted of stalking the same retired officer previously in February 2012.

Investigators believe Lange could be suffering from mental health issues. He told investigators that the former police officer was able to control satellites and communicate with his mind.

Bail was set at $100,000.
