COLD SPRING, Minn. (KNSI) - The complaints and concerns of Police Chief Phil Jones have been heard, and the city of Cold Spring has agreed to offer him a preliminary settlement of $12,075.

During their Tuesday night meeting, the Cold Spring City Council cited the complaints made by Jones on May 28th as the forces unanimously driving them to vote in favor of the agreement. 

In his letter, Jones described his frustration with compensation for time off while recovering from a motorcycle accident in 2012, as well as frustration with the city's policy's related to insurance benefits and bereavement, and expressed a desire for back-payment for lunch breaks and uniforms reaching back to 2004. 

Jones also described the emotional consequences of the ROCORI shootings in 2003 and last year's killing of Officer Tom Decker, saying the city's inadequate actions compounded his stress. 

During the meeting, city council member Bob Thelen said that he, along with city administrator Paul Hetland and City Attorney Tom Jovanovich, met with Jones last Friday to carve out a workable agreement.

Thelen says that, in exchange for the $12,075 to be paid to Jones, he will not level any more complaints against the city related to these topics.

Thelen says Jones agreed to the amount, even though a certain amount of the payment could be collected by his insurance company to cover care of injuries sustained in his motorcycle accident. 

In his letter, which suggested the possibility of a lawsuit against the city, Jones had asked for a quick decision from the council on the matter.

He added, he is looking into selling his Cold Spring residence, leaving some to speculate that he might resign his position as police chief. 

Jones has been with the Cold Spring police department for 24 years. He was not present for Tuesday's meeting.
