ST. CLOUD, Minn. (KNSI ) - In the latest of several troubles, a downtown St. Cloud bar will not be able to operate their pool tables or dart boards any time soon. 

The St. Cloud City Council has denied a request from Rum Runners Spirits and Brew Pub to reinstate a lapsed Amusement Devices License during the 2013 licensing year.

The decision was made unanimously by the council  following a "quasi-judicial hearing" held prior to the regular Monday night council meeting. The session offered City Attorney Matt Staehling, as well as representatives from Rum Runners, to share thoughts on the issue before a council vote.

City Attorney Matt Staehling presented the council with the city's opinion that Rum Runners has engaged in a pattern of negligent behavior; on February 2nd, 2013, the club was caught serving alcohol to a minor during a compliance check. 

The nightclub came under fire just several weeks later for being over 200 people above the posted occupancy limit. Additionally, an emergency exit door on the building's second floor was found to be sealed shut by ice. 

In both instances, Staehling says the club was found to be using the amusement devices they were not licensed to be operating. 

Rum Runners owner Brad Ireland then asked that the council reconsider their application for a renewed license, explaining that financial solvency prevented the club from renewing their license before the January 1st, 2013 expiration date.

He added, certain staff had unplugged and covered the pool tables and dart boards, but miscommunication at certain times led to the machines being turned back on. 

Ireland stressed the club has been working out the kinks in their 18+ nights and they're not interested in holding events for underage customers anymore. 

Ireland said the six staff members - five security guards and one shot girl -  found to have been responsible for serving alcohol to the minor during the compliance check have since been fired. 

Six members of the council voted to deny the request for a renewed license. Carol Lewis was absent for most of the hearing, and abstained from voting. 

The bar will now be required to move all pool tables and dart boards out of spaces used by customers. 

The move was not unexpected; last month, city administration made their recommendation to the council that Rum Runners not be allowed to renew their amusement license.
